Background:
YOUTH LINK is a Women Led and Youth Focused Non- Profit Making National Non- Governmental
Organization formed in 2022 with sole purpose of address South Sudan Challenges in the Context of
innovation and development in the cotemporary world and to tackle Gender Equity, youth and women
Economic Empowerment, among other Developmental Innovations, Peace building, health concerns
among the young people across South Sudan. Additionally, the conflict mitigation with economic
empowerment &leadership techniques. Youth Link is a member of AfriYAN South Sudan A youth led
Network, member of Central Equatoria civil Society network, a member of Women Led Network.

Offices in Yambio, Ezo Counties of - Western Equatoria, in Kapoeta and Torit Counties of Eastern
Equatoria State, in Juba and Terekeka of Central Equatoria State, in Kapoeta South Eastern
Equatoria state, in Fashoda county, Wau-shilluk, Wadakona, Kaka in Manyo County and Makal
county of Upper Nile State. YOUTH LINK is committed to provide access to basic human needs and
improving the lives of women and youth from vulnerable host communities, returnees and IDPs Youth
Link through its work in emergencies and long-term development strategies are aimed at saving lives,
relieve suffering and provided opportunities for a better stand YOUTH LINK of living for thousands of
people. We work primarily within rural communities and regions ranked as high priority by the UNOCHA

Purpose of this Organization: This organization is meant to restructure and engage young people to
change their thinking perspectives with linkage to positive developmental aspects during their life time.
Through rebuilding lives/ empowering lives young people are going to be innovative, creative and more
productive in Both rural and urban areas in South Sudan more especially in the targeted 4 states of CE,
WES, EES, and UNS.
A framework for youth engagement in urban contexts: The framework for youth engagement in urban
contexts offers a structured and pragmatic approach for engaging youth residents of cities and urban areas
in development initiatives. This focus has emerged as a result of learning from a peace building project,
implemented behind it and identifies five key elements that are critical for any project aiming to engage
youth in urban contexts.
Those Elements are:
Physical space, mobilization, exposure, activism and staff competencies as well as organizational
adaptations. Each of these elements needs to be taken into consideration and carefully planned for in order
to have improved urban youth engagement. A specific step-by- step process is hence also presented as
part of the proposed framework. Meanwhile, it enables practitioners to have a general understanding of
what urban youth engagement entails and what evidence exists to support the proposed approach. The
framework is proposed at a critical moment as Youth Link acknowledged the importance of addressing
urban vulnerabilities globally as well as advancing the urban programming agenda. These efforts are
being led by the Centre of Expertise for Urban Programming.

Planned Youth Set up:
According to Youth Link planned framework for youth programing in the humanitarian perspective the
urban and rural context, youth engagement is extremely important given that urban and rural youth (both
women and men), especially the marginalized among them, are generally viewed as threats to civil society
as opposed to assets of their communities. Youth living in disadvantaged urban and rural areas and slums
are subject to: unsafe living conditions, discrimination, violence and exploitation by gangsters, forceful
recruitment into the armed forces, criminal organizations or even unofficial military groups and becomes
unruly.Peace building and Reconciliation:
The Revitalized Agreement on the Resolution of Conflict in the Republic of South Sudan (R-ARCSS)
signed in September 2018 brought renewed impetus towards stabilizing the fragile situation in the
country. The on-going formation of the Revitalized Transitional Government of National Unity (R
TGoNU) since February 2020 has also brought hope of setting South Sudan on the path towards peace
and development. Even if this processes are in the place to keep hope of people, South Sudan remains
highly fragile and the risks of relapsing into conflict, violence and wars are present and persistent and the
country continues to face political, institutional, social and economic challenges including; weak
infrastructure for peaceful resolution of conflict; illegal long-standing practices like cattle raiding, child
and forced marriages and age set youth; exclusion of women, youth, minorities and other special interest
groups in peace building initiatives, development and governance; proliferation and misuse of firearms;
and climate change induced and resource-based conflicts. All these are left unattended, as they are factors
which are potential to reverse peace building gains, increase fragility, and impede implementation of key
R-ARCSS milestones.

To promote community demobilization, disarmament, and reintegration to improve conflict
prevention, behaviour control and building nonviolent resilience.
Protection Programme (GBV) In the past six years of brutal civil wars in the country, women and
girls have suffered all forms of sexual violence, sexual harassment, psychological abuses, kidnapping
and trafficking. Other forms of violence against women in South Sudan includes forced marriage, higher
bride prices, domestic violence, sexual discrimination, and gender blindness which are inflicted against
women and girls by individuals, in relationships, in the community and in the society with impunity. All
these are not in compliance with International Protocols and Conventions including the Maputo Protocol
and International Human Rights Laws to which South Sudan subscribed. Lives saving support material
and protection to household internal Displaced Person. YOUTH LINK workers adhere to the values and
principles outlined in the YOUTH LINK Code of Conduct. In accordance with these values, YOUTH
LINK operates and enforces policies in Beneficiary Protection from Exploitation and Abuse as follow
up of the UN PSEA, Child protection Policy and GBV policy. YOUTH LINK expects its employees,
interns and volunteers to maintain the highest standards of ethical conduct and to ensure their compliance
with all applicable laws and legal principles.
Likewise, YOUTH LINK’s standard contract terms and code of conduct require suppliers, contractors,
etc. to sign that they agree to maintain high ethical and social operating standards during the term of the
agreement.

WASH (Water, Hygiene, & Sanitation) In South Sudan rural set up, WASH is a real challenge,
communities in some areas fetch drinking water from wells which is consumed without being boiled,
filtered or treated, worse of it is during raining season, sanitation becomes the major cause of outbreaks
of water borne diseases such as cholera and typhoid which in most cases does results into death of many
people.
Strategies towards Solution
Ensure proper use of improved sanitation facilities in the local communities to support schools,
hospitals and public places.
Introduce and install hand washing equipment in schools, health facilities and other public places
Distribution of washing soap in schools and community centres
Improvement of access to safe water in the target communities
Sensitizing the communities to dig pit latrines in every household
Ensuring emergency response to flood affected communities with provisions of WASH Items.
Health (HIV, TB and Hepatitis) With only 22% of health facilities fully operational (according to
South Sudan national health statistics), there exist daring health challenges of preventative waterborne
diseases such as typhoid, cholera viral, blood borne and Sexual Transmitted Diseases that includes,
HIV/AIDS, Syphilis, Gonorrhoea, Hepatitis B&C among others. Malaria, Pneumonia, Malnutrition
in Children below five (5), Lactating Mothers, Malaria and other Perennial Complications backed
Subsequent Insecurity as a result of Inter-Communal Violence and Attacks on Health Aid Workers,
Inadequate Supply of Drugs, and Lack of enough qualified health personnel have contributed
tremendously to maimed health service delivery resulting into higher mortality rate in the hands of
preventable diseases. Health challenges are an emergency which requires urgent intervention
especially in Eastern Equatoria region.

Food Security and Livelihood
South Sudan has the most fertile virgin land suitable for planting all types of crops to provide enough
food for domestics’ consumption and surplus for export; in the contrary, South Sudan is the biggest
importer of food in the region, about half of the population are facing food insecurity, all these are as a
result of civil wars in the country that has forced the rural populations to flee their farm land for security
reasons, barns and farms torched in a scorched earth policy war trait. Agriculture prior to the outbreak of
the 2013 war was the major source of income and livelihood for rural population and given the above
explained situation, the communities never only lost their livelihood but also lost source of food for
domestic consumption.
Strategy towards solution
There is high need to mobilize resources for recovery and resilience in the post conflict South Sudan that
gears towards production of food for domestic consumption and surplus for commercial purpose locally
in South Sudan as a primary source of Livelihood followed by other programs for betterment of human
